The current context of surveillance: An overview of some emerging phenomena and policies

Abstract

This article takes a sociological approach to identifying a number of phenomena and processes which, it is posited, profoundly affect the dynamics of contemporary surveillance. Further, an overarching framework for these phenomena and processes is proposed: to provide a basis for the development of relevant policies in this field. Special reference is made to the increasing significance of human agency in contemporary societies, the socialisation of technological innovation processes, and collective technological responsibility. The notion of context of meaning is used to analyze the relationship between human agency, security technologies, surveillance system and privacy, in terms of the dynamic relationship between “dangers - social regimes - social risks”.
